Do I have to measure them first? I got fitted for a motorcycle helmet last year and know that I had to actually have it fitted, as opposed to just buying one online.
I would recommend at least taking her to the store to try it on her. I say this because I bought a 3yrs+ helmet for my 3 year old a few weeks ago and it doesn't fit her at all. Apparently she is bobble-headed and needs a 5yrs+.
We went to TRU and Target and tried a few on. L has a helmet for a 3+ year old. The baby ones were way too small. Bike helmets have removable and interchangable pads inside so they dont have to be a perfect fit. As long as it doesn't move too much and can stay on her head, you are good.

We got James one when he was 9 months old from a bike store. It is a Specialist brand and it has a knob in the back to adjust the size. He wore it until 2.5ish when he started wearing one from TRU that is 3+ without an adjustable knob.
My husband measured their head circumferences but I still think it's best to try some on. If your child's head is on the smaller size, check out Giro and Nutcase brands...they fit well for infant/toddlers.
