Sleep!

My daughter is 17 months old and STILL is not sleeping through the night!  Every now and then we will get a night or two- around Christmas time we got a whole week of sleeping through the night- but most nights she is still waking up. I try to wait at least 10-15 minutes before going in there, and sometimes it works, but other times she will cry until someone goes in.  Sometimes she just wants a hug, other times she will not let you leave.  I don't know if it is teething, nightmares, noises she heard that woke her up, or if she is just up and can't go back to sleep??? This has been going on since I stopped nursing her at night about 8 months ago.  

Also, she seems to be exhausted most of the time- but at the same time seems to be ready for 1 nap- but will only nap for 30-40 minutes.  Any help with this would be great too- as she hates naps and screams whenever we put her to bed!!
