That is insane. I would definitely press them to let him come and if they won't budge go elsewhere. Ours allows two support people in the US room, and I thought that was totally normal!
I would push back in every possible way. Reivew the patient rights policy of the hospital, ask if there is a medical reason he can't be present, question the hospital's commitment to share parenting roles and responsibilities and/or go to management.
Perhaps this decision is a response/over reaction to "ultrasound parties" and having too many people in the room? Whatever the reason it is a disgrace not to allow the partner in the room and I would make sure I fully understood exactly why they are making that decision and see if there is room for interpretation or to question their logic.
