Nephew keeps pushing my LO

My nephew is a BIG 2.5 year old and recently he started pushing my LO down if she gets too close to what he's playing with. My SIL grabs him and makes him say sorry but that's it! She doesn't take his toy away or anything so he's not really getting punished at all for pushing my kid. Everyone knows you aren't supposed to tell people how to parent but what do you do if it comes at the expense of your child? My SIL is one of my closest friends so I'm not going to just stop hanging out with her but I don't know how to gently approach it without her feeling like a bad mom. What do you think?
