I don't even know where I found this, but another thread reminded me that I had it bookmarked. It's a chart that lists the chances for survival by week. I don't know exactly how accurate it is, but it is interesting.

"A baby's chances for survival increases 3-4% per day between 23 and 24 weeks of gestation and about 2-3% per day between 24 and 26 weeks of gestation. After 26 weeks the rate of survival increases at a much slower rate because survival is high already."

There are so many factors other than gestational age that play in to it.

I get what you are saying and the sentiment...my cut-off would be a lot earlier than 28 weeks because every week makes a huge difference, but with respect to a micro-preemie born only at 22-23 weeks...idk, what I would do. I hope to never, ever have to make that call. Of course, I have had more real-life experience with severely disabled children (and adults) than I have with loss so that is part of where my mindset comes from. I had a friend recently lose her baby at 17 weeks. I am pretty sure she would take that baby in whatever state she could have her...
In a similar vein, I also would not want someone to keep me alive if I had no quality of life and was only being kept alive by machines. My aunt was faced with this decision re my uncle after a stroke. Not one I would ever in a million years want to make.

Then again, when my OB and I were discussing the "safe window" for my cyst surgery (which has passed, dangit), I joked that if I were to experience a torsion, I hoped it would at least wait till 27 weeks. She said very seriously, "No, aim for 34." Eep.
