I think it's more that in this case the mother is ignorant of the name's connotations or just flat-out doesn't care. Honestly, most people would be offended by this use of the name on any child--the only people I can think of who'd be more offended by a name for the "perfect race" being used on a black child are racists.

The 'Aryan race' can refer to the racial jingoism that Hitler embraced, but Aryan is actually a reference to the aryas in Indian religion -- it means 'noble' and is used to honor someone in speech or writing. It's a rather beautiful name.
Aryan is a legit Persian name meaning "noble." My in-laws have suggested it several times and while I see it's beauty, I don't think it'd work well in our area. I'm sure most (all?) people would make the same connection you all have.
