Toddler sleep help

Nap times are horrible. I have a 9 month old who's not the issue, my 29 month old is, she fights her naps tooth and nail, she screams when I tell her that her milk time is over. Until a month or so ago I could nurse for a few min and sit at the end of her bed for a few min then she'd be asleep with no issues.
I've tried no naps and it's not working, she's so exhausted by the end of the day she pulls all my strings and I turn into monster mummy, I can't spend an hour getting her to sleep because my 9mo doesn't have the same nap as her.
Help!!
