Baby Jogger has agreements with vendors that prohibit them from every going on sale. If you are looking for a reduced price your best bet is craigslist.

End of October BJ announces the next model year. As the next years product comes out (March?), some places knock a little off the price - If there are changes in the product line. Otherwise, 2nd hand is the way to go (but it sounds like the warranty is then void because have heard they require a reciept.
Baby Jogger is MAP priced. It's worth the initial investment to guarantee a warranty in my opinion. I'm a big buy local advocate. It's worth the sales tax to have a place to go back to for help all the time too.
Giggle.com has their friends and family sale in early Nov (maybe the 2nd week of Nov). Not sure the exact dates, but keep an eye on it. I'm not sure if they have the elite, but I do know they carry the Baby Jogger line. I got my bugaboo donkey 20% off. Everything they carry goes on sale. It's a steal and a half!
We were able to buy a discontinued color and get on sale. Like pp said, wait till end of month and see if that happens. We also got one on Craig's list that was in great condition.

Depending on where you're at you'll at least get out of sales tax.
Occasionally some colors will go on sale. Sometimes they go on sale at the end of the year so stores can make room for the newer model.
