I heard this I think on NPR yesterday. It was really interesting. The biggest part of it that I found irksome is the same thing that I generally find irksome in DIA which is that for some reason biracial and african american children are considering hard to place. Seriously.
From an academic standpoint- there is a really interesting book by Nella Larsen called Quicksand which is about a biracial woman who goes to live with her relatives in Denmark. Not quite the Netherlands, but the story made me think of the text.
Coming from Canada, I'll say that this doesn't surprise me. I can name, off hand, 4 friends who have adopted biracial or African American babies from the States. The US is one of the most popular places to adopt internationally from because it's so close and you can get a newborn, which for couples who can't have babies, can be very important to them. We discussed it ourselves but decided against it primarily because it is also one of the most expensive places to adopt from and we felt more drawn to Haiti.
