Whiny 16 month old.......

About 3 weeks ago LO started this awful whiny phase. Worse at night when tired but feels constant sometimes, like nothing makes him happy. He just whines and wants to be picked up. Anyone else going through this? Is it just a normal phase? He is our first so just not sure what to expect. Aside from the fact that it's exhausting, it makes me feel like I'm doing something wrong. Fusses when changing, getting dressed, ugh.
