DH got home a little awhile go. He said they were advised to go home and change out of their uniforms before going back out in public just in case.

    No, it's fine. He's in the military in the DC area. They're afraid that there is still a small chance that another suspect could be out there with plans to target military personnel so they advised them not be out in public wearing their uniforms for this reason.

    Omg...how scary. I really hope your H and all of his fellow military men/women stay stafe until they find the second shooter. How unnerving that must be.
