H and I were invited to an engagement party this weekend. Now usually, we would bring a small gift but is that necessary for a couple who is throwing the engagement party for themselves?

I would always bring a gift to an engagement party, regardless of who's throwing it.

Giftcard or even a bottle of wine or champagne (if they drink).

Traditionally, gift giving events are not thrown by the honoree(s), so if you want to go all Emily Post about it, this would not be a gift giving situation based on your description. Will other people bring gifts for the couple? Probably. Do with that what you will.
