Rash?

Okay so my daughter is breaking out in a rash on her legs arms stomach pretty much everywhere I on her body. Took her to the doctors twice first time doctor said she didn't know what it was from but prescribed some steroids... Then I took her again with her pediatrician he said its because of the heat.... Yea we live in Michigan it's really not much heat here mostly cold days. Anybody know what cream to use because they seem to itch,my dd itches them
