Raised bumps/rash on arms and legs only?

DD1 hasn't been herself lately. Moody, runny nose, watery eyes and yesterday I noticed a few pink bumps on her right cheek.

This morning I noticed more of the bumps on her thighs (all the way around) and upper arms.

Any ideas?
