There are different ways, but this is what I do...
Use photoshop and digital scrapbooking kits, which are digital papers, embellishments, etc. to put together pages with photos and text and then print them and put them in an album.
There are other programs besides ps, but I honestly don't know what they are.
You open all the files in ps, and arrange them all on a page. You use the ps tools to manipulate and add to the design. It can be as simple as drag the stuff onto your page, but you can do much much more than that. I think I still have Rory's pages up on my blog if you want to see what I've done. Some are very simple, others are much more involved.
This one is very simple. I pretty much just dropped all the elements in, added some borders around the photos, etc. (Although now that I look at it, I did create that scalloped border on the bottom with a ps trick.)
This one, was more complicated. I wanted the photo to appear like it was through that green frame, and in order to layer the ribbon over it, I had to duplicate the frame, carefully cut out parts of the frame, etc. so that the photo is under the frame on the bottom, above the frame on the top, and the ribbon is on top of the photo. I hope that makes sense! LOL!
