I just found the Adobe Photoshop Elements software on a shelf
with all of our Windows software for our work computers. Not sure
if it is a specific edition (are there different editions?). I
just got a Nikon D40 a couple of weeks ago, but did not buy any photo
software yet. What can I do with Elements? Edit pictures,
I'm sure. What about making templates for cards? Any
insight is appreciated!

I just started doing cards.. nothing spectacular but it is fun!
edit, cards, banners...so on.
I've never used Elements but I know one of the limitations of it is that some actions are not written for Elements. Another limitation is with the "healing brush tool." I believe there is more options in CS2/CS3 for removing scraps, straches, bruises, etc
I know they have text and you can C&P graphics (at least jpgs). So I am sure its is doable for cards
