Help - HCG Plateau at 5w5d but saw embryo with heartbeat

Hi all, I’ve been on a horrible emotional roller coaster this past week. I had some spotting at 5w and then very heavy bleeding (but no cramps or clots) at 5w3d. Went for an emergency US at 5w5d and the doctor saw the bleed (believe it’s a SCH) but the baby was in there and fine and even had a heartbeat (98 bpm).
The PA at my office had me do HCG tests three days in a row during this week and the levels were 22600, 23000, then 22700. Because of the plateau/tiny dip she’s saying she’s concerned about viability — but I just saw a healthy embryo with a (fairly early) heartbeat???

The PA has been pretty useless when I ask direct questions - im waiting to talk to my actual Dr - but in the meantime, wondering if anyone had a similar experience or has an explanation for this?
My HCG is pretty high for how early I am (and I tested positive very early - 3w5d) wondering if a vanishing twin to explain the plateau?
Also I have since stopped bleeding and continue to have 6week pregnancy symptoms - breast tenderness, fatigue and a little nausea in the am.
any insight would be amazing - good or bad. Thank you!!
