IuI & follicle size ?

This is our fourth IUI. I have PCOS and Unexplained infertility, I'm not producing a lot of estrogen and don't have a cycle on my own.
Little background information IUI 1 we had one follicle over 1.8
IUI 2 we had a 1.9 and a 1.6
IUI 3 was canceled due to too many follicles and OHSS

Today I triggered for IUI 4. We have a follicle that is 1.9, one that is 1.8, a 1.7 and three 1.6 with a few others that ate 1.2-1.5.

My question is what is considered mature and what has a chance of ovulating and maturing?
My doctor considered 1.8 and up a chance saying we have 2 follicles. I'm just a little unsure about the 1.6-1.7 or am I just overthrowing this?

    The diameter should be between 14 and 22 millimeters for a successful fertility cycle. This size of the follicle indicates increased estrogen levels and thickening of the uterine lining.
