  Baby still has a ton of room in there.  I did not feel baby kicks until 27 ish weeks.   Believe me you will know when you feel a baby kick.  Enjoy it as it lasts.  At first its fun, but then it gets to be annoying and uncomfortable, IMO.

  My baby I hardly felt him kick when I was pregnant. I did wonder if it was because he had so much room. I was thankful the obstrician said they no longer recommend doing "kick counts" because every baby is different. I could go hours and feel nothing. Most kicks were soft for me and it was rare to feel the hard kicks I've always heard about. I once didn't feel any kicks for 3 days and only "light brushes" and I finally went to the emergency department and when the ultrasound was done, it turned out my baby was lying on his back--so all those kicks were upwards and I didn't feel them with all the room he had. 
  My little guy was (premie) born at 4lbs. 9oz so it might also be your little girl is just not yet grown enough to really put the power in those kicks. 
  I know not much can calm a mother's concern, but I'd believe she's doing just fine and you'll be feeling more as she grows.

  Hi there, I am pregnant with baby number 2 and I am 23 weeks and 3 days along. At my 20 week scan, I was informed I had an anterior placenta which mean the placenta is impacted at the front of the uterus. It therefore, cushions a lot of baby movement and can delay feeling any kind of impact.
  
  I was certain I felt baby girl kick for the first time at 21 weeks, even my husband felt her. Now at 23 weeks, I feel her a lot more regularly.
