  Every body is different so hard to say if it is normal. But I noticed my face was puffier during the first trimester. I Loved what pregnancy did for my hair, but back to your question (just had to say I miss my fuller hair), it may be throughout I'd hate to suggest. I'm at 30 weeks and that puffiness/swelling/etc. is just beginning. For example, I call my feet "Shrek feet" based upon the beloved movie character as my feet are size 10 but swollen to all new proportions! 
  Now, that does go down and disappears, especially, from what I've been told, after the baby is out. So, there is hope that double chin will be gone too, just might be a while yet

  If that’s your biggest concern, buckle up! 29 weeks to go! Embrace that double chin and accept that pregnancy changes you.

  Your hormones are changing.  Your body is adjusting and fluctuating right now. 
  
  Just be prepared for the future possibilities: swelling feet and/or fingers, puffy face, ugly varicose veins (that may not go away).  Unfortunately the "double chin" is just the begining.

  I feel you. It's my 2nd pregnancy and I'm gaining weight a lot faster. Double chin visibility started around week 10 this time. Already suffering a 7ish pound permanent gain from baby 1, and I've got that over-30-years-old metabolism drop, I expect to be totally destroyed by this baby.
