Teeth coming in?

My daughter has been extra fussy, not nursing well, and chewing on her hands and drooling. Just over 3 months. Is this a tooth? Or something else?She has a matching spot on the other side of her mouth.

    My daughter had spots like that and similar behaviors on and off and didn’t get her first tooth until 6 months. It could be soon or far off. Generally before a tooth erupts the gum will get very swollen and red.
