Someone had said the Rose and Scarlett thing was odd because they’re both shades of red... but it doesn’t bother me because I think of the flower not color with Rose
and apparently I like red names lol..

Scarlett, I love but my MIL is insistent people will shorten it to “Scar” and is anti-Scarlett because of that
Ruby I love but, not sure if it transitions to an adult well, if it sounds too little girl-ish
Ivy I like, but my mother in law loves. It’s growing on me but I’m just not sold for whatever reason... maybe because it wasn’t my idea? Lol I’m not sure

You actually have a ton of control over this. My name has a very common diminutive nickname that I never go by and the first syllable of my name is a man's name. If people use either of those shortened versions, I just politely but firmly say, "Oh, I never go by that. Just call me ___________." If you really like Scarlett, don't let your MIL's worry about her being called "Scar" stop you.
Ruby and Rose as siblings are matchy but also having Lily be odd girl out makes it a little strange. But in most cases throughout her life, Ruby will be an individual and not a list of sisters. I like the name Ruby a lot and I think it ages fine.
I think that Ruby ages just as well as Lily. I will admit that Ruby and Rose are a little matchy, but not too much so that it is unusable. I loved for Ruby.

I find Ivy to be a bit much with Rose and Lilly - quite the plant theme.
Ruby is adorable but still a little too close.
That leaves Scarlett, which is a nice name.
I feel like it fits with your nature theme but isn’t too matchy with Rose like Ruby is.
I will say I don’t like to repeat first letter initials.
