  Visible twitching next to the belly button could just be the pulse from the Abdominal Aorta. The first twitches from baby are usually so slight at this point that they can only be felt by Mom and not yet seen.

  Feeling baby that high up already is very unlikely. Your fundal height doesn't reach your belly button until about 20 weeks. This image helps illustrate.   What you are feeling is probably muscles stretching or something of the sort.
