For you non-Texans, Brownsville is right on the border with Mexico and is about as far south in Texas as you can get. It's one of the areas where Zika was likely to spread. Good reminder to keep up my usual precautions here in LA (bug spray, long pants/shirts when outside, etc.) - I've been a bit lax with the temp drops!
ETA: https://www.cdc.gov/zika/index.html is a good place to check periodically for recommendations. I don't see anything regarding today's development yet, but I'm sure they'll update their site soon.
Don't be nervous about disney! they have locations giving out bug spray and I believe each room has some now (I would still bring your own if you prefer a brand/type) and they've really upped their mosquito prevention around the resort by treating more often and removing any standing waters! I believe universal and sea world have also taken steps toward prevention but not entirely sure. A lot of us wear the mosquito bracelets/anklets when we go outside (I don't walk dog after dusk). But in a disney park/disney springs I have not been bitten in a long time!
I just spent the last couple of weeks in a Palm Springs and they were reporting that they found the type of mosquito that is capable of carrying Zika and were about to test them to see if they were + or - for the virus. Luckily I didn't get any bites because usually I'm super prone. Hopefully the mosquitos don't actually have the virus there.
