Why does my 18mo keep breaking out with this rash or maybe hives?

It's been over 2 months and they come and go and random times I feel so bad cus sometimes they look inflamed. Her pedi says it's just mosquito or maybe ant bites but I feel it's too many times that it's happening and it appears only on her hands and sometime ankles. . .what else could this be like ???
