I like this name. It has an Eastern European vibe, and I might assume the family had connections to Eastern Europe, but I wouldn't think it was weird if they turned out not to. Katja seems like it is probably the traditional spelling, but it might lead to pronunciation problems. Katya seems like a reasonable variant. Katia could easily be mistaken for Katie, and I would probably avoid it.

I would expect a child with this name to have very strong Russian heritage.
That said, I think of the drag queen. But Katya is awesome so I don't find it to be a negative.
