Toys for delayed development

My daughter is almost 12m and severely delayed. At her last evaluation she was rated under 1%. Not to make this post lengthy but a little back story, she was a 33wk preemie twin and has several health concerns, heart condition, cranial nerve palsy (stoke symptoms), breathing problems with apneas, just had her hearing corrected with tubes in February and we got glasses in March. She interacts at a 3-4mo level. She is not sitting up independently nor rolling over or pushing herself up at tummy time. We are involved with Early intervention and she has 4 therapists that come weekly (physical, occupational, speech/feeding, development specialist). Her big accomplishment recently has been the jumper, but she is on the tallest setting and will soon grow out of it. We still struggle with the walker. The problem I'm having is, even though she is interacting at a 3-4mo level, now at almost 12mo, she is tall and not fitting in the toys for her "developed age". We still use the sit and spin, floor seat, swing, rocker/bouncer but everything is a tight fit but we still need the sitting support. I know there have been studies that use of these toys may delay her development but I assure you that is not the case, her therapists actually recommend their use for her to gain strength and independence wile having the interaction of "play". My question for you mamas is, what toys have you found that help with development? Is there any larger toys that she could possibly fit into? Have any of you mama's been down this road. Im open to suggestions and really looking for fresh ideas to help her.

Struggled with infertility, hubby was in the military. TTC since Jun08 (on and off due to deployments, training, and relocating). We did the "white dress" wedding Nov09. Hubby came home, medically retired USAF July, 4th 2010. OBGYN#1
Oct10-Dec12: All paps and exams normal, TTC naturally, tracked OV,CM,BBT. OBGYN#2 Jan13-Sept13:Second opinion, tested everything, Several rounds Clomid50mg, all BFN. Laparoscopy for Endometriosis, Cysts removed, Tubes untwisted, HSG clear, Scarring left ovary and tubes. Jan14-Aug14 Cycle of Lupron, Several more rounds of Clomid 50mg all BFN. Began IVFSept14-RE in CLE:) CD1(9/28). Stimming began 10/1 Microdose Lupron Protocol (150Follistim/AM,150Menopur/PM,20Lupron 2xDay). 7follies(right) 3follies(left). Trigger 10/10(10,000HCG). ER 10/12(5R,4M,4F). ET 10/15 Transferred two perfect Embies(8cell/9cell). Beta #1(14dp3d/4w) 362 BFP/Beta #2(21dp3dt/5w) 8,273/First Ultrasound(6w4d)11-12 confirmed twin pregnancy. Ultrasound Jan15 G/G di/di twins. PROM 33w4d emergency C/S. BabyA:3lb12oz,18in (45dayNICU), BabyB:4lb5oz,17in (30dayNICU). Lost BabyB to SIDS 9/14/15. BabyA is my whole world but struggles in the 1% delayed development, with many other health problems.

    Pattern toys, blocks and we used toys that could be used for multi purposes. So tunnel gyms that could help with her reaching and sitting up and then later that can help with her crawling. The color red and black are good toys too. Hope this helps :)
