Is there anyone thats married but not to the biological father ?

Please dont judge but Ive been told in the state of georgia they will presume my husband is the father of the child and weve been separated for 3 years. I thought he would have went through with the divorce already but he was away in the military and hiding so everything was delayed. Will the Health Department add my husband last name to her birth certificate request if the bio father name is listed ?
