I think if just depends on your baby! My daughter has held her head up since she was born and has sat up by herself since 3 and a half months. So she was able to be put in her jumper and all toys like that way earlier than 6 months.
L has been using a bouncer at Daycare since he has been tall enough to touch the ground. He hasn't quite figured out his exer-saucer yet, but walker and bouncers are his favorite.

LO had great head control at 3 months. She's been in both the exer-saucer and bouncer since about 4 months, but she didn't really start playing with the toys on them/really enjoying those things until about 5 months
my LO has been in his since 3 months. At first he loved to just sit in it and look at the toys. Then he started to learn to play. Then he started to actually jump. Now at 5.5 months he LOVES the jumper. I've already had to adjust the height. This weekend we put him in one of those toys that move when you move your feet and he actually was scooting around a little bit
