Baby Bumps (Dry Skin)

My LO is going for his 4 month appointment tomorrow and I want to know when do doctors diagnose eczema or what do they do for dry skin. We started noticing bumps on him when he was 1 month and half, so Dr said he had dry skin and recommended we use Vaseline or Aquaphor. It helps some, but not much, so I'm wondering if he has eczema and needs some prescription ointment or something. My question is when do Drs diagnose eczema or treatment it medication besides Vaseline.

Also, where he was a bald spot, he's been having the same bumps in the bald spot, its starting to worry me. Any suggestions on this, do not think its cradly crap.

    I put coconut oil on LO's bald spot before bed so that if he rubs that area on the mattress (thats how he  got it!) it doesn't get too agiatated. I havent had any issues with dryness. I would also try breast milk or Lanolin cream on the spots. That helps when we have seen any dry spots.
