I wouldn't let that stop you from taking your baby out in public! I've taken mine out for quite awhile. I just don't let strangers touch him (I babywear a lot) and if anyone is sick, they're not allowed to come visit.
I asked my pediatrician this exact same question this morning at LO's 2 month appointment! He said she's not fully protected until the shot series is finished BUT he said it's fine to take her to the grocery store or restaurant, for example and be smart about not letting random ppl touch her. He did mention that bringing her to a place like mcdonalds, where there are little kids putting their hands on EVERYTHING might not be the best place to take her.
Isn't the risk to being in public places more about catching something like the common cold? They don't get vaccinated for colds, so go ahead and go out in public and just be sure to wash your hands clean, and keep nosy hands/faces away from the baby. That's my take on it anyway.

That's true! But there was an outbreak of whooping cough in the area... So don't wanna risk it
