This is really a personal decision. For me, it depends on where I'm going and how much I expect people would want to hold her. For example a dinner out with just DH and I where she would stay in her car seat the whole time or in our arms the whole time--I'd be completely comfortable with that. A dinner event with colleagues where I know everyone would want to pass her around, and touch/oh and ah over her--I'd skip it. That's just me though.
Quietly with baby In my (or dh) arms or the car seat i would be okay but with a bunch of people i might hesitate. Not just for baby but my own mental sanity and strength.
I went to the meet and great at my son's school when DD2 was 5 days old. He's in kindergarten and I did not want to miss his first day of school. I wasn't due until 8/22 and had to be induced for pre-e at 39 weeks and 40 weeks respectively so we were very surprised when this one decided to show up on 8/13 at 38w5d (VBA2C!!!). Anyway, I wouldn't have gone if it hadn't been so important to both myself and my son.

I think it's fine. I never considered it with my daughter. (Assuming your baby is otherwise healthy and wasn't a NICU baby.)
We had her at WalMart, the mall, and lunch when she was 4 days old. Life doesn't stop because you have a little one. I say get out and live your life now; it's way easier when they're still sleeping 24x7 and will stay in their car seats or carriers!!!
