S/O Sex offenders

After PMJacobsen's thread I got curious and searched for sex offenders in my area.  What do you know, the man leaving directly below us is a registered sex offender!  I was not expecting that at all.

This brings up a few issues.  First, I live in a very nice area of town (not to say sex offenders couldn't) and the communities here, including this one, do all sorts of background checks, police reports, etc before the association approves renters or buyers.  So, how did this person get past the association?  If the association is aware of this and still allowed that person to move in, why even bother with all the checks?

Second, I have seen this man with his entire family and now it makes me wonder how a woman can live with someone like that.  

Just for background info, this person's offense is   "00.04  Lewdly Fondle Or Assault, Commit Or Simulate Sexual Acts On Or In Presence Of A Child Under 16 In A Lewd, Lascivious Or Indecent Manner " so it's not exactly rape, but still.  The man was born in 1962 and the offense was committed in 2000 so it's not even close to my previous example of statutory rape based on a pissed off teenage girl pressing charges against her barely of age boyfriend. KWIM?

    It would upset me yes.  But keep in mind... S/O can also be someone who peed in public and that type of thing... maybe he adjusted his sack infront of a young child... who knows...

    I would just make sure that you keep your kiddo away from him...

    isnt the law that if he lived there before he commited the crime hes grandfatherd in? I have a PREDATOR behind me and we are a block from a daycare but because he has lived there for 15 years and the crime happened 8 years ago he dont have to move.

    I think its crap considering the crime was commited against a boy under 12 and daycare kids typicaly go there till around 12
