  Has she had the vaccine before? Has she had any allergic reactions to vaccines in the past? I mean she should have had it at least once by now. I would encourage her to get it as long as her OB feels it's safe.
  
  Fwiw the baby will only get a very small amount of the vaccine. I don't know how I would feel taking a 4 week old baby out of the country but to each their own.

  I wouldn't put the surrogate at risk of another allergic reaction, and instead I would look into ensuring you are protected with the vaccine and anyone else with guaranteed contact. Do the best you can to protect baby from crowds or bacteria and follow up with your pediatrician about your fears.

  I wouldn't risk the surrogate's health by pressuring her to get a vaccine that could cause an allergic reaction. I don't feel that's fair to her. I would recommend (as @archetypeblonde said) YOU getting it and keep the baby as protected as possible in public places. You could keep the baby in a carrier or under a light blanket draped over a car seat if needed. Then, as soon as baby is old enough, get the vaccine for him/her.

  Thanks Archetypeblond, my pediatrician in the US and in my country saids "go for it". Her OB saids no... That's why I am doubtful.

  That would be a really really good question for her OB before you decide tomorrow though. If it does not harm the baby or her then I suggest she gets it only because you plan to travel with LO so soon after birth. I got the vaccine because I also plan on traveling to my home country (The Dominican Republic, by plane obviously) when baby boy is about 2-3 weeks old if allowed by his pediatrician.
  
  
  My midwife also informed me that all vaccines I'm given throughout pregnancy pass antibodies (?) to baby good for the first two months of their life and that is the reason they don't get any vaccines until they are two months old. But again, really really good question for your surrogates OB. Good luck!!

  I also had an allergic reaction to it back in 2010. I was willing to go through with having it again even though I am allergic, but my doctor said no. It could be more harmful than helpful and since I am up to date on the vaccine it is ok for me to pass on it.

  Did your surrogate disclose that she had the vaccine a few years ago? I don't know much, but I've read and heard that the vaccination is good for a couple of years.

  Maybe I misunderstood it looked like you wrote that your surrogates DOCTOR recommended she get it. Meaning they didn't feel she was at a huge risk. And you are trying to decide if she should get it or not. That's why I said go ahead of the doctor said it was safe

  Also it seems like you are saying that the surrogate's mother (not the surrogate herself) had an allergic reaction.
  
  If that is the case (and the surrogate herself has not had an allergic reaction to this disease in the past) I would go ahead and have her get it as long as your doctor is OK with it.
  
  I would get as much specific information as possible (who had the allergy and when? What were the effects of the reaction? What are the possible risks to baby if the surrogate has an allergic reaction?)
  
  Pertussis can be fatal to infants so best to be as cautious as possible IMHO

  @saratiff her OB suggested, but then she explained that her Mom (answering to  @lbeach5886 ) had a very bad allergy when she got it.

  Ok well if she herself doesn't have a known allergy to this vaccine, and your doctor doesn't think a possible (again just because a family member is allergic to something doesn't in any way mean they would be) allergic reaction would harm the baby I would personally definitely have her get it.

  I mean quite frankly if your surrogate is comfortable getting the vaccine and said its up to you in the best interest of the child I would have her get the vaccine.
