Acne on shoulders?

DD has bumps all over her face. We went to the ped last week who said it's acne.  We could try apple cider vinegar if we wanted. (Tried it on my own acne...womp womp)
This weekend it seems to be on her shoulder tops.  Google doesn't turn anything else up about this and I want to make sure it really is acne.  Anyone else?

    My daughter is one month old and has baby acne. We have found that if I express a little bit of breast milk and rub it on her cheeks and forehead, the acne disappears within a few hours. I've read that baby acne is common and can take 4-6 months to fully clear up.

    DS2 has some acne but nothing like DS1 (thought it was some horrible rash and freaked). Anyway ditto breastmilk, worked better than anything!
