I have a 2 week old who for the past 2 nights will fuss and cry from 8-2 or 3 in the morning. I breastfeed her every 2-3 hours, change diapers, swaddled her, tried a pacifier, tried her swing, lullaby music, her rock and play, skin to skin. Some things work but only for a few minutes. I don't know what else I can do

That isn't even developmentally possible until at least 6 months of age. You cannot spoil a newborn. Cut your mil some slack and hold your baby when he needs you to. Because it actually is a real need at this age.
