Baby nose congestion?

when my LO spits up it comes out his nose and because of this he now has what sometimes sounds like a congested nose. It only happens sometimes when he breathes out of his nose, sounds like it's farther down his nasal passages near his throat (like when you first get sick and have drainage). I've tried sucking out the fluid with the bulb saringe but can't get much. Also have started elevating his bassinet at an angle to keep his head elevated. Has anyone else had this trouble?
