Fluttering under right breast

i have this strange fluttering under my right boob.. Exactly where the bras lower band is.. It's like super fast heart beats ... It doesn't hurt but feels strange..its been there from past one week and starts and stops any time of the day./
Is this normal ?is anyone else experiencing it?
