Can someone explain to me how ig works? Can anybody see the photos that you tag with a specific hashtag? Or just people you follow/friend?

If you set your profile to private only people that you allow to follow you can see your photos. If your profile is public anyone can see your photos. So if you had a hashtag someone was looking at or if IG put you in their recent/interesting photos section anyone could see them, like them, and comment on them.

I have Instagram but forget to use it. Also one day I opened it and all of the sudden I was following like 300 people!! I didn't do it and don't know how to get them off! Help?!

IMO Instagram is harmless compared to FB because it's just pictures and captions. Your followers don't see anything about you if you don't want them to, just photos. You all need to join!!
