This is a shitty article that lacks about half the facts.
They bought the third ticket for procedure. She sits on their lap as an infant would (she's the size of a one year old). But they are required to purchase a ticket for her as if she were actually using a seat (that she wouldn't be using).

I don't disagree about a child safety seat, however. But not knowing the specifics of the child's abilities, I can't get up in arms regarding their choice to not use it.

I don't go into personal detail regarding this but suffice it to say I am intimately familair with similar circumstances. It is VERY important to some families to incorporate their severe/profound child into as much as possible. It's horrible when people make comments about how they should have left them at home.
