Yes, I would get a stroller for a 2 year old and new born just to make outings more convenient.
I had the contours double stroller and liked it but it can be hard to turn and a bit cumbersome. I may have had an older model though. Personally I have a BOB RE double and loooove it. I've had just about every double stroller there is and the BOB suited my needs the best.
My first two were just shy of 3 years with my older one frequently falling asleep in the car. We knew we needed a double.
We bought a jeep tandem double. We got a great price on it. My almost 3 year old wasn't even 30lbs when we got it and he sat in the front. That sucker was hard to turn. The heavier weight in the front made it hard to move.
If I had to do it again, I would get a side by side. I prefer to have baby closest to me, instead of in the front of the newer tandems, but that's just personal preference.
We won't by another double and will likely sell the tandem.
