My LO is 3 weeks old and sucks down 4oz of breast milk (pumped) and an hour later is screaming, rooting, and seemingly desperate for more food. This without any spitting up...should I worry??
3 weeks is a pretty classic (and tough!) growth spurt. Not sure if you are EP, but either way you will need to nurse or pump much more frequently while baby kicks it into high gear!
This phase was essential for my supply - lo wanted to nurse every 45 minutes to 90 Minutes during this time.
Keep in mind to use paced bottle feeding and pump to replace the bottle each time. Good luck!
Just my .02 cents here, but 4oz is a lot for a baby that age. My daughter will be 7 months next week and still only takes 4oz each feeding.
At that age, babies don't know the difference between hunger, nausea, gas, or any other type of tummy ache. They will behave as if they're hungry, and will eat if offered, but that might not be the case. If you are over feeding, it will compound the problem and stretch LO's stomach.
I do agree with PP about the growth spurt. So it is possible LO will want to eat more often. If you are nursing, it's really not possible to over feed. I would get comfy on the couch and feed on demand. If you are bottle feeding, make sure you are doing paced feeding. Hold the bottle parallel to the floor instead of tipping it up. Use slow flow nipples, stop to burp every oz, and switch sides holding LO same as you would when nursing. There's a great tutorial on YouTube. I would start with 2oz. That should take LO 20 minutes to drink. Give it another 10-15 minutes and if he still seems hungry, offer another ounce.
Also remember that you have to pump every time LO gets a bottle, which is why nursing (if you can) is usually easier during these growth spurts. Hang in there, mama. There's another big one around 6 weeks, and then things seemed to level off.

Hang in there! Three week growth spurt is a tough one. I also second ^WSS... 4oz is a lot to give that young of a baby. He could just be overfed and that's why he is fussing too. They don't always spit up when they're overfed.
