Agreed with the PPs as you are still only 39W...you might still be waiting for a couple more. However, my midwives have always talked about Evening Primrose Oil to help thin out the cervix.

You don't do much of anything. It will thin out on it's own.
My midwife ok'd the vaginal insertion of evening primrose capsules starting at 40 weeks, but not before. You can take them orally as well.
Sex with ejaculation can also provide proteins (in the ejaculate fluid) to help thin the line. The motion of copulation can also help bring baby's head lower to engage your cervix.
At 39 weeks I would have sex as often as you can. Personally, I'd wait on the EPO until 40 weeks.
Evening primrose oil. You can take them orally and insert them vaginally at night. I did this with my son starting at 37 weeks and he was born at 39. I have been doing it again this time at and I'm currently 39 weeks... No baby yet but last week I was 80% effaced
With my first I wasn't even a little bit dilated at my 39 week appointment and I had DS 4 days before his due date! I wasn't even sure I was in labor but i went in anyways and they said I was a 3. By the time I was admitted (which took no time) I was a 5. I know other people who've just sat at 3 or even 4 for weeks. Your body will do what it needs to do and I agree with the others, be patient and let it do it's thing!
I orally took EPO at 39 weeks but didn't insert them until I was 40 weeks. I don't think they did anything to help it along since I was 40% effaced at 40 weeks and 40% at 41....
