I found tall leggings at Kohl's. Target is my go-to for yoga pants. I have a 34" inseam, and their yoga pants fit fine for me, still have a bit dragging on the floor behind my shoes.

The ONLY place I can get anything to cover my legs is alloy.com. They don't have maternity but their leggings and yoga pants still fit me just fine and rest just below belly.
I have some of targets pants, but they are just barely long enough. I almost have to "sag" them a little to make sure they aren't too short.
Target has multiple versions and some are regulars that are super long while others come in a "long" size. I have on Champion brand from target - I'm 5'9" w/a shortish torso and they are easily 2" longer than they need to be to fit me.
I found leggings on gap.com in their maternity section. They were on sale recently, so they might still be. I'm 5'9", and the leggings are definitely long enough for be. The elastic is forgiving, too. I'm between a medium and large, so went large and they're perfect. Also have a few sale maternity dresses from gap that are still long enough (I worry about the knee length dresses over my bump.)
Old Navy and Gap! They have Tall lengths in their regular pants and long lengths in their maternity. I have a 35" inseam and their tall regular yoga pants fit comfortably now.
