Not in that color (with my pale skin tone) or that long a tunic. More skirt, less shirt. Also I am anti ribbed knit. It often stretches weird and then ruins the line from boob to tummy.
If it's a skirt, I would wear the skirt with the leggings and a shorter shirt. If it's some kind of ruffled accoutrement to the sweater, then no, but I would wear the sweater without the ruffle attachment.
