What do the 1 and the 2 mean?

underneat the "sign up for the bump ad" (which is also strange because I'm logged in) there is a 1. followed by a green circle. Then a 2. followed by a gray circle. They are not links.

What do they mean?

My guess is it's showing that those first 4 boxes where you enter info to sign up are step 1 of 2, and if you were to fill those in and submit you'd go to a second step of signing up for the bump.
