Would this warrant a call to the police? Animal control?

Today my mom and I were walking on a trail/greenway in her neighborhood. There was a young man (17-20ish) who had a very large, muscular pit bull that he was training. He had a long, thick heavy metal chain attached to a spike collar and he was making the dog drag this chain up a steep hill. I didn't really notice any battle wounds on the dog so I'm not sure if he was in training to fight or just to be made to look big and tough.

Is this considered animal abuse? I mean it is to me, but what about legally?

We have a leash law in our state, so I thought I could have called someone on that alone because he was not holding the dog at all. So if it had been aggressive and wanted to charge us he could have. But I wasn't concerned about that. I wanted to rescue the dog.

I can't stop thinking about this. I feel terrible if there's something I should have done.

  • Awww so sad! Weight pulling-- is that like a gambling sport too? Like dog fighting... Never heard of it.

    Weight pulling for dogs is basically that they're "strapped" behind a cart on a special harness and they load the cart with weights going higher and higher every round. Whichever dog can pull the heaviest load wins.
