  An IP ban is a ban that bans every user that has the same IP. Each user is supposed to have only one account so multiple accounts at one IP can result in a ban, especially if one account trolls or spams.
  
  But because of mobiles, it's really easy to innocently share an IP address and be caught up in a ban.
