Flying on Friday for first time with LO!

So I read previous posts of tips for flying I just had one question.... So someone mentioned to bring car seat and stroller and if they have an open seat on the plain they could switch us to that row and baby could have the seat? First - does that sound right? Do I ask at check in or at the gate! Second -if they don't have any open seats do we check the stroller and car seat at the gate for free?
