toddler formula for a milk allergic toddler??

Ds is milk allergic, has 2 bottom front teeth, and is developmentally delayed.  He cannot drink out of straw cups since he has low muscle tone through his core, including his mouth.  He drinks from a NUK learner cup the same way he drank from the NUK bottle during his first year. He does tolerate soy now (didnt tolerate soy for a while during first year) but his eating has been hit and miss with some meals I spoon feed him jarred baby food or items from our meal and some meals he self feeds with much of it on the floor. (Think 8-10month old self feeding at best) I have continued to feed him the Neocate formula he was on prior to his birthday since I still had it for some of his bottles, other bottles I give him soy milk. At this point I am almost out of the baby formula so I've been considering buying him the soy toddler formula to drink in addition to the soy milk. Would you go with the soy toddler formula and soy milk or just soy milk or something else? If it matters, ds is about 17-18ish pounds at 16 months. Also, the pediatrician (his regular pediatrician's partner) he saw for upper respiratory infection a month ago did like that I was continuing the formula since he was hovering in the 16.5-17 pound range at 15months.

    I would try hemp milk toddler formula is a waste of money. It has almost the exact same thing as infant formula. I would add a tablespoon of maple syrup to add carb calories.

    We stayed on the soy formula till about 16-17 mo with DS b/c he could tolerate the formula but the straight milk was too much for his stomach. We had to do a slow, slow slow transition to soy milk and to be honest, his stomach is still pretty screwed up at times.

    I was thinking more in terms of nutrition....not just calories. If he was able to eat like a typical toddler, I wouldn't question it. I'm just not sure the alternative milk beverages have enough nutritional value to supplement his diet.
